They Should Have to Pass a Test

In my last blog I noted that the cap and tax bill was probably not read by the congressmen. Many had admitted they had not read the TARP bill and voted for it, that they had not read the Omnibus Bill, and voted for it. It turns out that congressman don't read most of the bills that come up to the floor.

Where I work, whenever there is a change in procedure, or a new procedure, or any updated/changed information, we have to read it, and then sign a document that we have read and understand it.

I'm advocating here that Congress form a new committee, the "Legislative Assessment and Understanding Sub-Committee" as part of the Ethics Committee. Every Senator and Congressman has to sign a document for each Bill they have read it, in its entirety, and understand it. If it turns out they didn't, they'll be brought before the Ethics Committee, investigated, and Censured.

I'm feeling especially harsh toward politicians right now because they are, without debate and transparency, trying to pass both Crap and Tax and Obamacare. I submit that each Senator and Congressman has to take a 20 question test on each bill in the future. If they don't pass it in time for the vote, they have to abstain. I think now they vote 'yes', 'no' or 'present'. How about a vote button, 'abstain, unprepared and ignorant'. Then again, it's apparent most of them are unprepared and ignorant anyway; so would that be redundant?
